Job Title: CONTRACTED COST ESTIMATOR GENERAL CONSTRUCTION

Location: New York, NY

Hourly Rate/Salary: $149,760.00 per year, CONTRACT

Summary/Objective: Toll is seeking a Contracted Cost Estimator General Construction (GC) responsible for creating, updating and reviewing estimates for a team of industry experts in cost estimating with specific knowledge of generation, transmission, substation, general utility and commercial construction assets to provide estimating services in order that help form the basis of project budgets and future forecasts in the portfolio. Estimating is a function receiving greater visibility as it will help shape the initiatives undertaken by project expected costs, is the primary focus for the following position.

Responsibilities:

  • Establish cost-based project risks and sets probabilities for assigning cost of risk to estimates (Risk Register).
  • Assign contingency based on agreed-upon levels of planning and design development or based on risk tolerances included in the risk register.
  • Include all costs including in-house labor, planning consultants, design consultants, program management consultants, contractors, sub-contractors, inspectors, construction managers, resident engineers, sampling and testing, and carries all of these costs in project estimates.
  • The consultant estimating team shall have the resources to perform a Monte Carlo analysis when required.
  • The consultant shall be capable of providing value engineering for projects provided with the appropriate design documents and use methodologies and standards when conducting value engineering.
  • Engagement on various generation and transmission portfolio projects / programs.
  • Create comprehensive cost estimates for a wide variety of construction projects
  • Survey potential sites for suitability and associated cost
  • Verify vendor and subcontractor estimates fall within the defined scope
  • Create estimates for all necessary insurance considerations

Qualifications:

  • Bachelor of Science Degree in an engineering, accounting, economic or business administration discipline or a CPE certification along with a technical degree.
  • Shall have experience in cost estimating.
  • Shall have experience in civil, structural, electrical, and construction for a minimum of 10 years.
  • Knowledge of the supply chain for the utility industry.
  • History with constructability reviews and value engineering.
  • Proficiency in the use of standard Microsoft Office products, Primavera (Oracle’s Project Management software)
  • Construction Management is a plus
  • Shall have proven experience in cost estimating for the construction utility industry
  • Must have the ability to communicate effectively both orally and written.
  • Skilled in analyzing and presenting in-depth Job progress
  • Ability to handle working on multiple projects simultaneously
  • AACE International, CPE, CCE, & CCC certification is desirable.
  • a valid New York State license as a Professional Engineer
  • Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities.
  • Ability to work independently and with others
