Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire and the arrival of the West Yorkshire Mayor Tracy Brabin.

Developing bold policies and strategies to drive the economy forward and support individuals has never been so important.

The Combined Authority brings together the five West Yorkshire local authorities with businesses via the Leeds City Region Enterprise Partnership to ensure that our work meets the needs of the people and businesses in the region and we can achieve our vision to be globally recognised as a place with a strong, successful economy where everyone can build great businesses, careers and lives supported by a superb environment and world-class infrastructure.

The role

The skills and experience of our policy and strategy teams reflects the Combined Authority’s broad and diverse policy agenda, with most colleagues having a specialism in one or more of these topics or a passion for strategy. What’s vital though is a willingness and ability to work flexibly across policy areas to ensure we join up across our strategic objectives and deliver on our priorities.

We are looking to appoint one full time policy officers to cover the maternity leave of the current post holders.
You will work with senior policy managers across a range of functional areas, particularly focussing on:

  • Shaping and further developing the Strategic Economic Framework for the region.
  • Shaping strategy and an overarching West Yorkshire Narrative.
  • Shaping the region’s approach to public and private sector reform including shaping ideas for future devolution.
  • Developing with the Mayor and other strategic partners the next ambitious integrated Housing Strategy for the region
  • Supporting the development of a pipeline of programmes.
  • Developing ideas and projects to make labour markets more inclusive and drive business and productivity growth across the economy.
  • Identifying and leading thinking to be at the forefront of changes in areas such as energy, environment, digital, innovation, active travel, health and housing.

The person

You will be educated to degree level and/or have direct and demonstrable experience in using evidence to develop and drive strategic public policy and strategy, with a clear ability to apply this to this role. Direct experience in developing or advising on public policy in one or more of the Combined Authority’s policy and strategy functional areas as set out above is essential.

Experience of strategic housing would also be advantageous for one of the roles. However, you will also have a willingness to work flexibly across our full policy agenda.
