Posting Summary
Rutgers, the State University of New Jersey is seeking a Program Administrator for the Department of Medicine within the New Jersey Medical School. Under the direction of the Director of Research Operations, the Program Administrator will directly supervise and train Data Operation and Management Center (DOMC) staff, and international site data management and operations staff for various international clinical and translational research projects. He/She will assist in the assessment of the technical capacity of international sites to conduct research as per regulatory guidelines, project aims and ICH Good Clinical Practices, which may include site visits to the clinical and laboratory sites at these international locations. He/she will also be responsible for oversight of the day-to-day DOMC operations and will assure that all clinical research projects are conducted according to Good Clinical Practice guidelines as well as other applicable institutional and sponsor regulations and guidelines. He/she will also manage development and implementation of new technologies and tools required to efficiently collect, maintain, and validate collected research data.

Among the key duties of this position are the following:

  • Lead hiring and training of the DOMC staff and oversee their performance, including role expectations and performance reviews, and provide feedback to administrators regarding their performance.
  • Supervise and mentor DOMC staff members (Junior Research Coordinators, Research Coordinators, Regulatory Coordinators, Data Managers, Program Managers, interns, volunteers, and practicum students).
  • Assess obstacles, determine solutions, and anticipate and compensate for potential logistical, regulatory and operational delays.
  • Provide review and expert opinion in developing, revising, and maintaining core operating procedures and working instructions.
  • Lead the DOMC team to develop and maintain data management documents as per regulatory requirements.

COVID-19 Immunization Requirement
Rutgers University requires all new employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the employee a medical or religious exemption. Minimum Education and Experience
  • Bachelor’s degree (BS/BA) in computer science, information systems management or related field (statistics, operations research, public health), with a minimum of five (5) years of SAS or R programming experience, or Master’s degree (MPH/MSc) in computer science, information systems management or related field (statistics, operations research, public health), with a minimum of three (3) years of SAS or R programming experience.


Required Knowledge, Skills, and Abilities
  • Experience in large database management.
  • Experience working in other software platforms relevant to clinical research (REDCap, SAS, R, Microsoft Office, and internet applications).
  • Knowledge of advance SAS or R functions (SAS/BASE, SAS/MACROS, SAS/SQL).
  • Knowledge of GCP and regulatory requirements regarding clinical data management documentation and software.

Preferred Qualifications
  • Experience in biostatistics and clinical research.
