Bannon Consulting Services works with nonprofit organizations and government agencies to expand the availability of community-based services and effect meaningful transformation of the health care system. We advance innovative models of primary care, behavioral health treatment, housing, and human services that address the needs of marginalized populations. We work primarily with organizations that address overlapping complex health conditions (such as HIV, Hepatitis C, mental illness, and substance use disorders) and socio-economic barriers (such as homelessness, unemployment, and involvement in the criminal justice system). We believe that community-based services are essential to achieving the health care reform goals of improving quality of care and population health, and reducing costs.
Bannon Consulting is recruiting an experienced professional with interest, knowledge, and expertise in the development of health, housing and human services programs. The Project Associate will work collaboratively with the other members of the staff on a range of different projects. In their work they will be expected to: identify and leverage multiple sources of information to complete projects; work in the clients’ best interests, both creatively and collaboratively, to solicit input and resolve problems as they arise; regularly evaluate progress and resources throughout each engagement and adjusting activities as needed to ensure goals are met; and demonstrate commitment to high quality of work, productivity, and self-development. The scope of projects may include the following:
Business Planning: As a result of health care delivery system reform efforts and the expansion of Medicaid, community-based organizations have unprecedented opportunities but also considerable challenges. Many organizations feel like they are “building the plane while it is taking off.” The Project Associate may work to evaluate these opportunities and develop needs assessments, business plans, value propositions, and strategic plans to best position clients for success.
Grant Writing: Bannon Consulting secures grant funding to support innovative community-based services. We specialize in obtaining funding from city, state, and federal government agencies. We work with a number of community health centers funded through the Federally Qualified Health Center (FQHC) Program. The Project Associate may work to develop succinct funding proposals that clearly articulate the need for a proposed project and detail a clear approach to achieving the stated goals.
Regulatory Approvals: Bannon Consulting supports organizations in overcoming regulatory barriers to accessing Medicaid and other third-party payments in order to provide long-term funding solutions and ensure sustainability. Our team helps throughout the entire approvals process by preparing all the application components, developing financial projections, facilitating the State’s survey process, and managing all other activities related to opening a new facility. The Project Associate may be involved in helping clients navigate the regulatory process of establishing and expanding Medicaid-funded medical, mental health, and substance use treatment programs.
Evaluation: Bannon Consulting works with clients to design and implement comprehensive evaluation plans that include logic model development, identification of process and outcome indicators, and statistical data analysis plans. The Project Associate may be involved in assisting clients in establishing the systems and tools needed to collect and monitor data that inform program improvements and ensures that evaluation is integrated into the agency’s existing quality improvement efforts.
Health Care Reform Initiatives: Bannon Consulting works to advance the health care reform agenda in New York and achieve the Triple Aim—higher quality care and improved health outcomes at lower cost. The Project Associate may support work with clients to identify and acquire resources to support health care reform implementation; advocate for policy change and funding opportunities at the state and city levels; participate in city and statewide workgroups and initiatives; and closely monitor changes in policy, regulatory, and funding environments to ensure our clients’ ongoing success in the evolving health care landscape.
Coalition Support: Bannon Consulting convenes or participates in several citywide coalitions that meet to share best practices and work to identify innovative solutions to emerging challenges. The coalitions include payers, hospitals, community-based medical and behavioral health providers and social service organizations, and state and local government agencies. The Project Associate may support meeting planning, execution, and follow-up activities as well as provide technical support in the form of policy analysis, data presentations, and report development and distribution, among other activities.
This position will be involved in the ongoing growth of Bannon Consulting. They will have the opportunity to contribute to the refinement of the agency’s vision and strategy and will work collaboratively with the team to identify, manage, and implement new business opportunities.
Applicants must be self-motivated, detail-oriented, and highly-organized, and should demonstrate their qualifications in the areas listed below:
- Master’s degree required
- A minimum of five years’ work experience in public health or related field
- Must be a strong writer with proven ability to develop clear, structured, articulate, and persuasive proposals, reports, or other materials
- Demonstrated success and at least three years’ experience in developing grant proposals and securing funding for health and human services sector programs
- Demonstrated experience with Federal, New York State, and New York City health care agencies and their programs and initiatives, preferably with knowledge of Federally Qualified Health Center (FQHC) Program
- Understanding of the Medicaid funding environment in New York, including ongoing healthcare reform efforts
- Understanding of social determinants of health and issues facing marginalized populations (e.g., homelessness, HIV/AIDS, substance use, and mental illness, among others)
- Ability to research and apply analytical skills to support program development
- Ability to develop financial models and budgets
- Ability to effectively communicate with clients, including facilitating project meetings to achieve stated goals
- Ability to prioritize multiple demands, work independently, and meet deadlines

This is a full-time position based in New York City. Salary range is $65,000 – $85,000 and is commensurate with experience. Health insurance, 401K, and a generous vacation package are included.
